No placement of any motor vehicle or vehicles, sign or signs or other temporary or permanent location of any item or object related or pertaining in any way to any automotive sales lot or location shall be, either entirely or in part, in or on any public right-of-way or on any adjoining property. Advertising, signs, banners, pennants, flags, balloons and any and all physical objects used in any manner to attract attention to or promote any automotive sales lot or location and the motor vehicles located there may not in any manner block, limit or impair in any way the unobstructed view and the free and unlimited movement and passage of the vehicular, pedestrian or other traffic on any public way, including a sidewalk or sidewalks.
