Automotive sales lots and locations must be so designed, planned, established, conducted and used that motor vehicles displayed, stored, in transit or belonging to members of the public while parked do not for any time occupy or block entrances, exits, curb cuts, easements, sidewalks or any portion or portions of the property provided for ingress, egress and the movement of vehicles into, from or on the property.
