Failure by any person or persons to comply with the provisions of this chapter may result in a penalty of $20, in addition to the payment of the fee required by § 4-2-9-3 in order to comply with this chapter. Any second or other subsequent or continuing failure by any person or persons to comply with the provisions of this chapter may result in a penalty of $100 for each such second or other subsequent or continuing failure to comply.
