All employees of the City who have been authorized by the City Controller to make inspections may enter any place of business of a licensee under this chapter to make inspections conducted in a reasonable manner and at reasonable times. The City Controller may call upon City employees having police power to enforce the provisions of this chapter and the orders and decisions of the City Controller and the Board of Public Works and Safety.
