No license shall be issued, renewed or transferred if the licensee or prospective licensee is delinquent to the City, county or state for any taxes, or is indebted to the City, county or state for any reason unless the indebtedness or delinquency is the subject of pending litigation as provided by ordinance or statute. All applicants shall state under oath that they are not in violation of the provisions of this section, and if any violation of this section is found, it shall be grounds for immediate suspension or revocation of the license.
