Prior to the start of construction within any easement other than a public street right-of-way, the operator must give written notice to all affected property occupants informing them that the operator will be working in the area affecting the property occupants. The notice shall include a telephone number, which may be called by property occupants who encounter any problems or damages as a result of the work by the operator. The notice shall also be conspicuously placed at the work site so that it is easily read by passers-by.
