(A) This chapter applies to all cable operators within the City of Lawrence. All franchise agreements are subservient to and should be interpreted in light of the provisions of this chapter.
(B) The operator shall comply with all statutes, codes, ordinances, rules and regulations applicable to its business, including those within this chapter.
(C) A franchise granted pursuant to this chapter authorizes only the operation of a cable system, and does not take the place of any other franchise, license or permit otherwise required of the operator by law.
