§ 4-2-2-2. PERMITS REQUIRED; ANNUAL AND INDIVIDUAL.
   (A)   Except as allowed in division (D) below, it shall be unlawful for any person, firm or corporation to operate or maintain a concert hall or theater, indoor or outdoor, within the City without first obtaining a permit therefor from the City Controller.
   (B)   Permits may be issued on an annual basis, per location, or on an individual basis for each musical or theatrical presentation.
   (C)   Individual permits issued pursuant to this chapter shall allow the permittee to hold one musical or theatrical presentation for a continuous period not to exceed eight hours.
   (D)   The permits otherwise required by this chapter shall not be required under the following circumstances:
      (1)   For a musical or theatrical event held by a fraternal, educational, governmental, political, charitable or religious organization as long as the organization is not formed specifically for the purpose of holding the musical or theatrical events; or
      (2)   For any school or class, the purpose of which is to teach musical or theatrical skills or to provide or complement a part of the regular curriculum or approved extracurricular program.
