(A) Each person, firm or corporation conducting an auction or special sale shall display his or her permit in a prominent place upon the premises where the auction or special sale is conducted.
(B) The person, firm or corporation shall maintain accurate and complete records of the disposition of each article, including the name and address of the purchaser, the sale price and a description of articles sold. The records shall be available to the police for inspection.
