§ 4-1-4-3. PERMIT APPLICATION.
   A person desiring to conduct an auction or special sale regulated by this chapter shall make a written application to the City Controller setting forth and containing the following information:
   (A)   The names and addresses of the owners of the goods to be offered for sale or the names and addresses of the persons from whom the seller purchased or obtained the goods to be offered for sale;
   (B)   A description, including the address, of the place where the sale is to be held;
   (C)   The nature of the occupancy, whether by ownership, lease or sublease, and the effective date of termination of the occupancy;
   (D)   The dates and the period of time in which the sale is to be conducted; and
   (E)   The reason for the disposal of goods and the manner in which the sale will be conducted; and a complete and detailed inventory of the goods to be offered at the sale. The inventory shall be attached to and become part of the application.
