§ 4-1-3-1. DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   (A)   GARAGE SALE. Selling or offering for sale any used, tangible, personal property at any residence or other location which is zoned under the Dwelling Districts Zoning Ordinance of Marion County.
   (B)   PAWNBROKER.
      (1)   Any person who, as a part of his or her regular business, loans money on the deposit or pledge of any personal property or thing of value on the condition of redelivering or selling the article back again at a stipulated price.
      (2)   Any person who shall pay cash advances on the consignment of merchandise to be sold.
      (3)   Any person who, as a part of his or her regular business practice, dispenses and receives pawn tickets to and from individuals so that the individuals may redeem merchandise.
      (4)   Any person who shall, as a part of his or her regular business, renegotiate pawn loans between individuals and other pawnbrokers.
   (C)   PAWNSHOP. Any place of business utilized or maintained for carrying on the transactions of a pawnbroker.
   (D)   SECONDHAND DEALER. Any person who keeps a place of business for the purchase or sale of used clothing, furniture, goods or merchandise of any kind.
