Any person who shall violate any provision of this code or who shall fail to comply with any order issued under this code, or who shall fail to comply with or to obtain any permit required hereunder, could be subject to fines not exceeding $100 per day. After each ten days a violation continues, it shall constitute an additional violation; provided, however, that the penalty for any violation shall not exceed $2,500.
