It shall be unlawful for any group of three or more persons to congregate in or upon any public street, sidewalk, building or other public place within the City in a manner so as to obstruct the same or so as to hinder or interfere with the lawful use of the premises or so as to hinder or annoy passers-by or occupants of the premises or adjacent premises.
