It shall be unlawful for any person, firm or corporation to burn any leaves, paper, rubbish or other substance upon any of the public streets or sidewalks or other public property of the City; provided, however, that this section shall not prohibit the use of grills placed by the Department of Parks and Recreation in public parks for the purpose of heating or cooking food.
