(A) No person shall, within the City, throw, scatter or distribute or cause to be thrown, scattered or distributed any sample or advertising matter upon any sidewalk, street, alley or other public place, into or upon any private vehicle or upon any private lot or porch.
(B) It shall not be unlawful to distribute advertising matter or samples to private residences, offices or business establishments if the same is handed in at the door or securely fastened to the door to prevent it from being blown or scattered about.
