(A) No person shall drive or move any truck or other vehicle within the City unless the vehicle is so constructed, loaded and/or covered as to prevent any load, contents or litter from being blown or deposited upon any street, alley, public park or other public place.
(B) No person shall drive or move any vehicle within the City, the wheels or tires of which deposit on any street, alley, public park or other public place mud, dirt, litter or foreign matter of any kind, liquid or solid.
