§ 3-3-2-7. CONSTRUCTION WORK.
   (A)   The erection (including excavation), demolition, alteration or repair of any building or structure in any residential district or section, other than between the hours of 7:00 a.m. and 9:00 p.m., is hereby declared to be a nuisance.
   (B)   If the City Civil Engineer determines that the public health and safety will not be impaired by the erection, demolition, alteration or repair of a particular building or structure between the hours of 9:00 p.m. and 7:00 a.m., and if he or she shall further determine that no substantial loss or inconvenience would result to any party, he or she may, where an urgent necessity exists, grant permission for the work to be done within the hours of 9:00 p.m. and 7:00 a.m., provided that the permission, if granted, shall be for a period not to exceed 30 days and only while the urgent necessity continues.
