(A) There is hereby established within the City of Lawrence a public animal impoundment shelter in a place as may be designated by the Board of Public Works and Safety. The shelter shall be known as the Lawrence Animal Shelter and shall be under the supervision of the Humane Officer.
(B) Funds to establish, maintain and regulate the City’s animal shelter shall be appropriated by the Common Council and shall be derived from impoundment fees, from the daily costs assessed for maintaining animals at the shelter and from dog and cat license fees. Any additional funds necessary for the adequate maintenance, construction or operation of the animal shelter shall be appropriated from the City General Fund by the Common Council.
