(A) The City of Lawrence hereby exercises the power of establishing a merit system for the full-time, paid Police Department of the City of Lawrence under I.C. 36-8-3.5-1 et seq. The provisions contained herein shall apply only to the full-time, paid Police Department of the City of Lawrence and not to any volunteer, reserve or other special component or components of the Police Department whose members are not full-time, paid members of the Police Department.
(B) In all respects the merit system provided for herein shall be governed by I.C. 36-8-3.5-1 et seq. including, without implication of limitation, the following specific provisions as from time to time amended by the General Assembly of the State of Indiana.
(1) The establishment of a Merit Commission consisting of commissioners selected pursuant to and meeting the qualifications of I.C. 36-8-3.5-6 and 36-8-3.5-8, serving for the terms provided for pursuant to I.C. 36-8-3.5-7 and conducting its business as provided by I.C. 36-8-3.5-9;
(2) The adoption of rules for the selection and appointment of persons to be employed as members of the Police Department, subject to applicable pension statutes, promotions and demotions of members of the Police Department and disciplinary action or dismissal of members of the Police Department pursuant to I.C. 36-8-3.5-10;
(3) The appointment and removal of members of the Police Department pursuant to I.C. 36-8-3.5-11, the qualifications of applicants and the application process provided by I.C. 36-8-3.5-12, the promotion of members of the Police Department pursuant to I.C. 36-8-3.5-13, 36-8-3.5-14 and 36-8-3.5-16 and the determination of performance ratings pursuant to I.C. 36-8-3.5-15; and
(4) The discipline of members of the Police Department pursuant to I.C. 36-8-3.5-17.
