§ 3-1-2-10. TRAFFIC DIVISION; DUTIES; RECORDS.
   (A)   There is hereby created a Traffic Division within the Police Department, to be headed by an officer appointed by and directly responsible to the Chief of Police, subject to the approval of the Board of Public Works and Safety.
   (B)   It shall be the duty of the Traffic Division and other members of the Police Department to:
      (1)   Enforce within the City all traffic regulations of the City and all vehicle laws of the state;
      (2)   Investigate all traffic accidents occurring within the City;
      (3)   Arrest and assist in the prosecution of those persons charged with violations of municipal traffic ordinances or state traffic laws; and
      (4)   Assist and cooperate with the City Civil Engineer in conducting studies aimed at improving traffic conditions, determining factors contributing to traffic accidents or determining remedial measures to decrease the likelihood of accidents within the City.
   (C)   The Traffic Division shall keep records of the number and type of traffic violations cited annually by all members of the Department, together with a record of the final disposition of all the offenses.
   (D)   The Traffic Division shall keep records of the number, type and location of all accidents occurring annually within the City.
   (E)   The Traffic Division shall annually, in January, prepare a traffic report which shall be filed with the Mayor. The report shall contain the following information:
      (1)   The number of traffic citations issued in the previous year, including a listing of the number of each type of citation issued;
      (2)   The number of traffic accidents investigated in the previous year, including a listing of the location and type of these accidents;
      (3)   The total number of traffic accidents which occurred in the previous year, including the number of persons killed and the number injured in these accidents; and
      (4)   The plans and recommendations of the Division for future traffic safety activities or proposals for changes to the municipal traffic regulations.
   (F)   All records maintained by the Traffic Division shall be retained in current files within the Division for a minimum period of five years and shall thereafter be stored properly along with other historic records of the City.
