§ 3-1-2-4. CONTROL OF DEPARTMENT; RECORDS AND REPORTS.
   (A)   The Police Chief has exclusive control of the Police Department, subject to the rules and orders of the Board of Public Works and Safety.
   (B)   In time of emergency, the Police Chief is, for the time being, subordinate to the Mayor, notwithstanding any law or rule to the contrary.
   (C)   The Chief of Police shall keep records and make reports concerning the activities of the Police Department as may be required by the Board of Public Works and Safety, by ordinance or by statute.
