§ 1-2-8-8. OPERATION OF MOTOR VEHICLE POOL.
   All automobiles and all other motor vehicles used by officials and personnel of the City and which are a part of the motor vehicle pool of the City shall be subject to the following requirements:
   (A)   These automobiles and other motor vehicles shall be as compact and efficient as reasonably possible consistent with the required purposes and capacities, individual and public safety and the requirements of public purchasing;
   (B)   These automobiles and other motor vehicles shall be used only to travel in conducting City service and shall be clearly lettered, identified with a City logo or otherwise plainly marked in order to be readily identified as City vehicles and bear a conspicuous identification number;
   (C)   These automobiles and other motor vehicles, when not in use, shall be parked and kept at a City facility identified by the respective department heads and from which the vehicles may be taken when needed and to which the vehicles shall be returned when the need is accomplished; and
   (D)   These automobiles and other motor vehicles shall be operated and used only by City officials and employees approved and authorized by their respective department heads. All officials and employees using these automobiles or other motor vehicles shall sign out the particular vehicle, noting its mileage, their purpose and the date and hour of receiving the vehicle, and shall sign in the particular vehicle upon its return, noting its mileage, the date and hour of returning the vehicle and any accident or accidents, damage, malfunctions or performance or function difficulties or other unusual circumstances which occurred during the usage. The Division of Motor Vehicle Management may allow persons who are not officials or employees of the City to operate a City owned or leased vehicle only if and when the vehicle is being transported to or from a vehicle maintenance facility or otherwise for the sole purpose of performing service or testing the vehicle.
