All civil personnel of the City, including elected officials, may be assigned and provided an exclusive use, take-home automobile or other personal transportation motor vehicle only upon certification by the relevant department head or elected official that the exclusive use and take-home provision is required by and in the public interest. All exclusive use and take-home vehicles may be driven only by the employee or elected official for whom the vehicle is provided. All other civil personnel and elected officials of the City shall use one or more automobiles or other personal transportation motor vehicles which are assigned to their department and which are a part of a motor vehicle only during the performance of their official duties and while they are actively performing the duties and functions of their office or employment.
