§ 1-2-8-5. PURCHASE OF VEHICLES.
   Department heads may expend funds provided in their respective departments’ budgets and according to public purchasing laws and requirements to purchase motor vehicles for their own use and for use by personnel of their departments. All motor vehicles in the possession of and being used by the respective departments at the time of the effective date of this chapter, and irrespective of how those vehicles now may be titled, shall be and remain the property of that department. Subject to the other requirements and provisions of this chapter, department heads may determine the make, model, year and rotation schedule for the motor vehicles used by and within their respective departments. Motor vehicles may be purchased from one department by another department if, but only if, that acquisition and purchase is supported by an interdepartmental fund transfer based upon actual wholesale value accurately adjusted for time, mileage and condition, as provided in the then current year’s NADA vehicle wholesale pricing manual. The City Controller shall be the purchasing agent for all vehicles and shall make payment or payments for the vehicles at or during the appropriate time, debiting the appropriate account within the appropriate department’s budget.
