This chapter applies to all automobiles and other motor vehicles and to the use of all those vehicles owned or leased by the City of Lawrence and used by all officials and personnel of the City of Lawrence primarily for the transportation of persons. This chapter does not apply to firefighting apparatus, ambulances, trucks over one ton, tractors, mowers, street sweepers, excavating, earth moving and other equipment and all vehicles and equipment primarily used for accomplishing specialized services and work except with respect to the requirements and standards for drivers or operators thereof.
