§ 1-2-4-8. SALARIES; POLICE AND FIRE DEPARTMENT MEMBERS AND EMPLOYEES.
   (A)   The annual compensation for all members and employees of the Police and Fire Departments shall be fixed by the Common Council by ordinance passed before September 30 of each year for the ensuing budget year.
   (B)   Salaries may be set by rank as well as by length of service.
   (C)   If the Common Council fails to act as prescribed, the Board of Public Works and Safety may fix the Departments’ compensation levels, subject to change by ordinance.
