§ 1-2-4-7. WAGES AND SALARIES; APPOINTIVE OFFICERS AND EMPLOYEES.
   (A)   This section applies to compensation paid to all City personnel except members of the Police and Fire Departments.
   (B)   Subject to the approval of the Common Council, the Mayor shall fix the compensation of each appointive officer, deputy and employee of the City. The Common Council may reduce, but may not increase, any salary set by the Mayor.
   (C)   The maximum authorization for the wages and salaries must be fixed before September 30 each year for the ensuing budget year. Maximum wages and salaries may not be increased during the budget year for which they are set, but wages and salaries may be reduced or established at less than the authorized maximum by the Mayor.
   (D)   Notwithstanding division (B) above, the City Controller may, with the approval of the Common Council, fix the wages and salaries of all employees appointed by him or her pursuant to I.C. 36-4-11-5, subject to I.C. 36-4-7-5 through 36-4-7-11.
   (E)   Notwithstanding division (B) above, the Board of Parks and Recreation shall fix the compensation of officers and personnel appointed pursuant to I.C. 36-10-3-10, subject to I.C. 36-4-7-5 through 36-4-7-11.
