§ 1-2-2-8. PARTICIPATION IN MEETINGS OF THE COUNCIL.
   No person or persons other than the Mayor or the President of the Common Council, members of the Common Council and other duly appointed officials of the City of Lawrence shall participate in the discussions of matters pending before the Common Council at a regular or special meeting except upon consent of the President or the presiding officer.
