§ 1-2-2-3. COUNCIL DISTRICTS.
   (A)   The Common Council districts of the City of Lawrence shall be six in number. The voters residing in each of the council districts shall have the right to vote for one candidate to represent his or her district. The candidate in each district receiving the highest number of votes shall be declared elected as Councilmember from that district. To be eligible for election as Councilmember from one of the council districts, a candidate must be a resident of the district from which he or she is elected and remain a resident of such district.
   (B)   Every legal voter residing within the boundaries of the City of Lawrence shall have the right to vote for three at-large candidates for the office of Councilmember. The three candidates receiving the highest number of votes cast shall be elected Councilmembers-at-large. A candidate for Councilmember-at-large may be a resident of any Lawrence council district.
   (C)   The total number of Councilmembers for the City of Lawrence shall be nine.
   (D)   A person is eligible to be a Councilmember only if that person has been a resident of the City for at least one year immediately preceding his or her election. The Councilmember forfeits office if he or she ceases to be a resident of the City or district.
