(A) The Common Council shall have authority to adopt ordinances, orders, resolutions and motions for the government of the City, control of the City’s property and finances and appropriation of tax monies received by the City and shall perform all other necessary and desirable legislative functions as provided by law.
(B) The Common Council shall by ordinance duly enacted on or before the first day of August each year fix the annual salaries of all City elected officials and public safety personnel and the maximum annual wages and salaries of all City employees for the ensuing budget year. The ordinance shall be published as prescribed in I.C. 5-3-1, the first publication of which shall be not less than 30 days prior to the date of final passage of the ordinance.
