(A) The Common Council is the legislative branch of City government and shall be elected to office for a four-year term according to the method provided in I.C. 3-10-6.
(B) A person is eligible to be a member of the legislative body only if he or she has been a resident:
(1) Of the district, if any, from which he or she is elected for at least six months; and
(2) Of the City for at least one year prior to election.
