(A) A Department of City Services is hereby established which shall be headed by the Director of City Services.
(B) Three divisions are hereby created within the Department of City Services, as follows.
(1) A Division of Economic Development is hereby established which shall be headed by the Chairperson of the Economic Development Commission, which commission is hereby established pursuant to I.C. 36-7-12-5 and shall be composed of five members as provided by statute. The Division shall be responsible for carrying out the powers and duties prescribed by I.C. 36-7-12 and all other powers and duties prescribed by statute for the Economic Development Commission.
(2) A Division of Zoning is hereby established which shall be headed by the Chairperson of the Board of Zoning Appeals, established pursuant to I.C. 36-7-4-902. The Division of Zoning is responsible for carrying out the powers and duties prescribed by statute for the Board of Zoning Appeals. Each appointment of a member of the Board of Zoning Appeals is for a term of one year, which term shall run from March 1 through the last day of February of the next year. The Common Council shall appoint new Board members at its regular meeting in February of each year.
(3) A Division of Personnel is hereby established which shall be headed by the Director of City Services. The Division shall be responsible for administering and overseeing the employment and personnel practices, services and policies of the City.
(C) All personnel of the divisions listed in division (B) above shall be included within the Department of City Services.
