(A) A Department of Parks and Recreation is hereby established, organized under I.C. 36-10-3.
(B) The Department of Parks and Recreation shall be controlled and operated by a Board of Parks and Recreation, a superintendent and other personnel that the Board determines, established pursuant to I.C. 36-10-3-4.
(C) All personnel appointed by the Board of Parks and Recreation, pursuant to I.C. 36-10-3-10, shall be included within the Department of Parks and Recreation.
(D) The Department of Parks and Recreation shall be responsible for providing parks and recreational services and facilities to the citizens of Lawrence and for assisting the Board of Parks and Recreation in carrying out the powers and duties prescribed by I.C. 36-10-3 and all other duties prescribed by statute.
