(A) A Department of Finance is hereby established which shall be headed by the City Controller, as prescribed by I.C. 36-4-10-5.
(B) Three divisions are hereby established within the Department of Finance, as follows:
(1) An Accounting and Finance Division;
(2) A Personnel and Purchasing Division; and
(3) A Licensing Division.
(C) All personnel appointed by the City Controller, as authorized by the Common Council, pursuant to I.C. 36-4-11-5, shall be included within the Department of Finance.
(D) The Department of Finance shall be responsible for carrying out the duties prescribed by I.C. 36-4-10-5 and all other duties prescribed by statute pertaining to the City Controller or the Department of Finance.
