The City of Lawrence and all officials, personnel, offices, departments, commissions, agencies and other entities which are a part thereof shall charge to all purchasers a uniform fee of $0.10 per page for the copying and facsimile machine transmission of documents. Certification of any and all such documents shall be without further charge to the purchaser or purchasers thereof. Notwithstanding the foregoing, the City of Lawrence and its constituent and related components may collect any certification, copying, facsimile machine transmission or search fee that is specified by statute or is ordered by a court.
