§ 1-1-2-8. SPECIAL MEETINGS; NOTICE.
   (A)   Special meetings or lawful executive sessions of any City board, commission or administrative agency may be called by the presiding officer or by written request of any two members submitted to the secretary and presiding officer of the body.
   (B)   Special meetings of the Common Council may be called:
      (1)   By the Mayor;
      (2)   By the President of the Council;
      (3)   By the Vice President in the President’s absence or unavailability; or
      (4)   By a majority of all of the members of the Common Council upon written notice to the presiding officer.
   (C)   Forty-eight hours advance notice of any meeting must be provided to all members of the body. This requirement does not apply to reconvened meetings where announcement of the date, time and place of the meeting is made at the original meeting and there is no change in agenda.
   (D)   Public notice in compliance with I.C. 5-14-1.5 shall be posted on the bulletin board of the government building for the City of Lawrence and, if the meeting is to be held elsewhere, at the building where the meeting is to be held. Written notice shall be mailed to all news media which file by January 1 of each year an annual written request for the notice.
