§ 1-1-1-2. SCOPE.
   This code is intended to be and shall be treated and considered as an original and comprehensive ordinance which shall repeal and supersede all general ordinances heretofore enacted, except those as are by general or specific reference thereto herein saved from repeal and continued in force and effect for any purpose.
