(A)   The Building Commissioner shall have the authority to determine the number of inspections of all types that shall be required in excess of the minimums stated herein.  For unusually large or complex buildings or structures, the Building Commissioner shall have the power to increase the number of required building inspections to as many as six and the plumbing and electrical inspections to as many as four each.
   (B)   All additions or alterations of any type to existing structures shall be required to have a minimum of one inspection up to the maximums prescribed in division (A) above, depending on the nature and complexity of the work involved.
   (C)   The Building Commissioner may perform any plumbing, electrical or HVAC inspections personally or through any other authorized assistants and employees if the Building Commissioner or the authorized assistants and employees are qualified to perform the inspections.
