No building shall be constructed in or moved to any floodplain, unless an addition to the floodplain is created by excavating an area next to the floodplain to an area, elevation, and volume no less than the space occupied by the building. Each building in the floodplain shall have a floor level at least two feet (2') above the 100-year FEMA, and non-FEMA flood level unless otherwise approved by LaVerkin City as outlined in this title. All parts of any such building below the floor level shall be waterproofed. No building shall be constructed in a floodplain area without proof that the building's foundation will not be affected by any water conditions in the area. (Ord. 2005-21, 5-4-2005)
