11-4-2: SPECIFICATIONS AND STANDARDS:
   A.   Street And Trench Testing: The city may test streets and trenches at random to verify proper compaction and compliance with all city ordinances.
   B.   Improvement Sequence: Subdivision improvements shall be installed in the following sequence unless otherwise directed by the LaVerkin City representative:
      1.   Rough grading.
      2.   Storm drainage.
      3.   Sanitary sewer.
      4.   Culinary water.
      5.   Irrigation water.
      6.   Electrical service.
      7.   Telephone.
      8.   Cable TV.
      9.   Natural gas.
      10.   Subbase.
      11.   Road base.
      12.   Curb and gutter.
      13.   Asphalt and/or sidewalks.
      14.   Manholes and valve grades.
      15.   Streetlights.
      16.   Survey monuments.
      17.   Street signs.
      18.   Cleanup.
   C.   Color Coding Utility Conduits/Lines: Color coding for utility conduits/lines shall be as follows:

   D.   Traffic Control: The subdivider shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs and other traffic control devices. All necessary precautions shall be taken to protect the work area and to safeguard the public. Streets closed to traffic shall be protected by effective barricades, and obstructions shall be illuminated during hours of darkness. Suitable warning signs shall be provided to control and direct traffic properly. All traffic control operations and signing shall be performed in accordance with the instructions outlined in the "Manual On Uniform Traffic Control Devices" (MUTCD), latest edition. A traffic control plan will be required for submittal and approval on each project. Traffic control, streets, and access will be implemented and constructed in accordance with specifications outlined in title 7 of this code. Street signs must prominently depict the street number. Street names may also be added, but must be less prominent than the street number.
   E.   Water And Sewer Systems: Subdivision water and sewer systems shall be installed as outlined in title 8 of this code. All subdivisions shall use the city's potable water. The developer shall provide water lines, and a water meter barrel, with its ring and lid, to each lot in the subdivision behind the sidewalk. The subdivider shall also install irrigation lines, including service lines, to each lot.
   F.   Flood Control: Subdivision flood concerns and flood control devices shall be installed and designed as outlined in title 12 of this code. No ditch or canal shall be considered as suitable for the use of storm drainage water without the written permission of the appropriate ditch or canal company or of the water users affected by such use and the approval of the city engineer. No ditch or canal shall be used for storm water unless adequately improved to handle reasonably expected storm waters in addition to the regular flow of canal and ditch water, and other water expected to reach such canal or ditch.
   G.   Coordination Of Utilities: It shall be the responsibility of the subdivider to coordinate the location and installation of all utility systems (i.e., gas, electricity, phone, and cable television).
   H.   Street Lighting: All subdivisions shall include streetlights installed at the owner's expense in accordance with the local power company's specifications and as outlined in this title.
   I.   Underground Utility Lines: All subdivision and planned unit development utility lines shall be installed underground, except as otherwise directed by the city council. Lines shall be buried at a minimum depth of thirty two inches (32"). No lines shall be buried in any water or sewer trench.
   J.   Easements: Subdivision utility lines shall be placed within designated utility easements as shown in appendix 2 on file in the city.
   K.   Completion Of Utility Systems: Where subdivision utilities are installed along front lot lines, no utility system construction shall be allowed until the completion of water, sewer, curb, and gutter. However, utilities must be completely installed before the installation of street asphalt. (Ord. 2006-26, 8-2-2006)
   L.   Trench Construction: All utility trench construction in subdivisions shall conform to the design and testing requirements set forth in the applicable building related code(s). (Ord. 2007-24, 8-15-2007)
   M.   Quality Control Testing: Material testing in all subdivisions shall be conducted by an independent laboratory approved by LaVerkin City at the contractor's expense. All testing shall comply with current ASTM, AASHTO, AWWA, or public drinking water regulation standards, or as specified in the special provisions of the contract and shall meet the minimum testing requirements as outlined in the specifications. The cost of any retesting required to bring materials into specification shall be borne by the contractor. If determined necessary by LaVerkin City additional testing can be required.
   N.   Final Report: After each portion of the work in the subdivision (i.e., pipeline construction, earthwork, curb, gutter, and sidewalk, and roadway construction) has been tested, written test results must be submitted to the city for review. A final report of compliance will be required from the contractor upon completion of the project. This report will include all test results, drawings of record and any other items required in the plans and specifications.
   O.   Certification: Certification of compliance with minimum inspection and testing requirements as set forth herein must be submitted for all subdivisions, planned unit developments and/or other developments. This certification must be on a form approved by LaVerkin City and certified by a professional engineer licensed in the state of Utah.
   P.   Fences And Guards: In locations where subdivision land is adjacent to public or private grazing land, or residential, commercial or industrial land, a fence of material and quality satisfactory to the city council may be required to separate the subdivision from such property. The city may also require the installation of cattle guards on any street entering the proposed subdivision from other existing streets. (Ord. 2006-26, 8-2-2006)
   Q.   Retaining Walls: Where there are elevation changes of two feet (2') or greater between any building pad and its property line within the subdivision boundary, retaining walls may be required as outlined in title 10, chapter 7 of this code prior to final plat approval. Such retaining walls shall be built according to the following design criteria:
      1.   The construction materials shall be consistent throughout the entire subdivision; and
      2.   The construction materials shall be similar in color to the strata of the adjacent property at a similar elevation.
   R.   Recording: All areas of the subdivision requiring retaining walls shall be noted on the Mylar plat and recorded with the county recorder's office. (Ord. 2007-31, 12-5-2007)
