11-3-1: EXEMPTIONS FROM CERTAIN SUBDIVISION REQUIREMENTS:
   A.   One Lot Subdivisions:
      1.   One lot subdivisions are not exempt from the procedural or substantive requirements of this title, provided that:
         a.   Except as provided in subsection A1b of this section, the required subdivision improvements and bonding are only required for and in connection with the single additional lot being created by said subdivision.
         b.   Where the land being subdivided to create the new lot is not sufficiently large to be capable of further subdivision, the required subdivision improvements and bonding for both the land being subdivided and the lot being created shall be required.
      2.   Notwithstanding the provisions of subsection 11-1-3I of this title, all improvements or bonding for improvements may be postponed at the time of subdivision but shall be met, at the time of development or building on the new lot, prior to the issuance of a building permit. In the event of such a postponement, the newly created lot will not be treated as vested with regards to the rules governing required subdivision improvements and shall be subject to all the improvement requirements in effect at the time of development and construction.
      3.   The subdivider shall ensure access to the new lot by deeding access as required. Said access shall meet the requirements of this title. A newly created lot must front a public dedicated street or be a flag lot in accordance with the requirements of this title.
      4.   Neither the newly created lot, the original lot from which the newly created lot was composed, nor any portions thereof may be split again for two (2) years following the date of final approval of the subdivision plat creating the new lot. Except that a subdivider shall not be prohibited from earlier subdividing a newly created lot or original lot so long as the subdivider complies with all requirements of this title pertaining to subdivisions.
   B.   Lot Line Adjustments: Lot line adjustments are exempt from plat requirements. However, in instances where the property to be adjusted abuts a city street where improvements have only been extended to the preadjustment property line, prior to the final approval of the lot line adjustment, street improvements shall be required which are congruent to those that are existing.
