Except as otherwise provided in this chapter, every lot (unless located within a commercial planned unit development, shopping center plaza, or other similar large scale commercial or business development ["commercial development"]), existing or intended to be created, shall have such area, width and depth as is required by this title for the district in which such lot is located and shall have frontage upon a dedicated street approved by the Planning Commission and City Council.
