The appeal authority may adopt rules for the regulation of its procedures and the conduct of its duties not inconsistent with the provisions of this title or of state law, and may amend such rules upon the majority vote of its members. The board shall notify each of its members of any meeting or hearing; convene only if a quorum of its members is present; and act only upon the vote of a majority of its convened members.
