Vacancies of planning commission members occurring otherwise than through the expiration of terms shall be filled for the remainder of the unexpired term by appointment of the mayor with the advice and consent of the city council. The city council shall have the right to remove any member for malfeasance or nonperformance of duty. Nonperformance of duty shall include a repeated failure to attend planning commission meetings.
