A certificate of occupancy shall be issued by the building inspector to the effect that the use of a building or premises will conform to provisions of this title and related ordinances. A certificate of occupancy will constitute evidence that work covered in a building permit has been completed to the extent that occupancy is in compliance with this title and related ordinances. Occupancy or use of a building without obtaining an occupancy permit shall constitute a violation of this title, which is punishable as a class B misdemeanor and subject to any other civil penalties provided by the applicable building related code(s).
