9-1A-2: APPOINTMENT; MEMBERSHIP; QUORUM; TERM; ORGANIZATION:
   A.   The mayor, with the advice and consent of the city council, shall appoint a five (5) member appeals board.
   B.   Initially, three (3) of the members of the board shall be appointed to serve until January 31, 2016, and two (2) of the members shall be appointed to serve until January 31, 2018. Thereafter, members shall be appointed for a four (4) year term. Any vacancies shall be filled for the unexpired term of any member whose office becomes vacant.
   C.   The mayor, with the advice and consent of the city council, may appoint up to two (2) qualified individuals to serve, on an annual basis, as alternate members of the board.
   D.   No meeting or hearing of the board may be commenced or continued, and no action of the board may be taken, without a quorum of the board's members present. A quorum shall consist of three (3) or more members of the board. The minimum number of affirmative ("yes") votes, for any motion or action of the board, shall be a majority of the members present.
   E.   The members of the board shall elect a chairperson and a chairperson pro tem from among its members, who shall serve until such time as said officer's term on the board expires and he/she is not reappointed, or new elections are held and new officers are elected to serve in said positions, whichever occurs first.
   F.   Members shall be selected without respect to political affiliations and shall serve without compensation, except for reasonable expenses. (Ord. 2013-02, 2-6-2013)
