6-3-10-1: PARKING NEAR SCHOOL PROPERTY:
   A.   Except as provided in subsection B of this section, no person shall stop, stand, or park a vehicle, other than a school bus or emergency or public safety vehicle, on or along the south side of Center Street, from the corner of State Route 9 (SR-9) to the corner of Main Street to the east, from seven o'clock (7:00) A.M. to four o'clock (4:00) P.M. on days that school is in session.
   B.   Exception:
      1.   It is acknowledged that: a) the elementary school currently facing and fronting on Center Street may have large scale events, during the school day, from time to time, which are or are anticipated to be attended by parents and guardians of children attending the school, as well as other members of the public; b) parking at and in the immediate vicinity of the school is currently limited and insufficient to handle the parking needs of such visiting public, and the restriction provided for in subsection A of this section will further negatively impact the school's ability to accommodate such parking needs; and c) certain limited/expanded use of the parking areas on the south side of the street may be safely allowed on a short term, controlled, and limited basis, in coordination with the City of LaVerkin, and if addressed in a cooperative effort between the City and school administrative personnel and staff.
      2.   To accommodate and in connection with such events, parking may be permitted along all or a portion of the south side of Center Street for the period of the event and a half hour before and after the same:
         a.   Upon written request of the elementary school principal; and
         b.   Coupled with:
            (1)   The submission by school personnel (in coordination with and/or with the considered input of the LaVerkin City Police Department) of a written plan that addresses the safety issues posed or enhanced by allowing such parking (and including the date, time, and nature of the event, and any increased monitoring of student safety, by school personnel, of the areas of and near where such parking is desired, during times when school children may be present); and
            (2)   Approval of said request by the City Administrator or his or her designee; and
            (3)   The posting by the school of visible temporary signage indicating that such use is permissible for said event. (Ord. 2015-10, 10-21-2015)
