5-2-2: DISCHARGE OF EXPLOSIVES AND FIREARMS:
It shall be a Class B misdemeanor, subject to penalty as provided in section 1-4-1 of this Code, for any person to detonate or discharge within the City contrary to the provisions of this section any kind of explosive device or firearm other than legal, State approved fireworks, explosives or a BB gun, air gun or any toy gun. Further, it shall be an infraction for any person to operate any legal, State approved fireworks, explosives or a BB gun, air gun or any toy gun in an unsafe manner that poses a threat to any person, domestic animal or property. Discharge of a firearm within City limits is allowed by any officer of the law in the performance of his duty, or any citizen when lawfully defending person or property. Otherwise, discharge of a firearm within city limits is only allowed subject to the following conditions:
   A.   Persons discharging a firearm must comply with the requirements of Utah Code Annotated section 76-10-508 as amended, including, but not limited to, not discharging a firearm from an automobile or other vehicle, or from, upon or across any highway or street, or in any park, and further that road signs, communications equipment, utility poles and railroad equipment cannot be the targets of such discharge, and that such discharge cannot occur within six hundred feet (600') of any building without the permission of the property owner;
   B.   Other than in the case of the lawful slaughtering of animals, such discharge may occur only during daylight hours;
   C.   Individuals discharging a firearm may not be under the influence of alcohol or any controlled substance;
   D.   The discharge and use of the firearm must be undertaken in a safe and prudent manner that does not pose a threat to any person, domestic animal or property. This provision shall not be construed to prevent the lawful slaughtering of animals by those permitted to do so under state law, as long as such slaughtering is undertaken in a safe and prudent manner;
   E.   Persons discharging firearms must retrieve all targets, expended cartridges and litter resulting from their discharge;
   F.   Other than when used for lawful hunting or slaughtering of animals, firearms may only be aimed and discharged at freestanding paper, cardboard targets or metal targets not attached to any building or any other structure, and which the person discharging the firearm has verified do not present any hazard to any person, domestic animal or property. Firearms may not be aimed or discharged at any glass or metal object, or at any city or county property, including signs;
   G.   In addition to the above, when a person discharges a firearm at the established and recognized shooting range on BLM property located off SR-9 at the top of what is known as the "LaVerkin Twist", such firearms may only be discharged in an easterly direction, toward the elevated hillside.
