It shall be unlawful for any person having charge of any stable, stall, shed, apartment or yard in which any animal shall be kept or in any place within the platted parts of the city, in which manure or liquid discharges of any animal shall accumulate or collect, to permit such stable, stall, apartment or yard to be kept in any unlawfully, unclean or unsanitary condition.
