Each transient lodging facility shall maintain an office on the premises, in the charge and under the immediate supervision of an on site manager or attendant, which shall be and remain continuously open and staffed whenever said facility is open to receive guests, and, at a minimum, from seven o'clock (7:00) A.M. until eleven o'clock (11:00) P.M. each day that the facility is open for business and receiving or providing lodging for patrons or guests.
